This is what we are going to create, some nice blue lips and then make it a stylish widescreen wallpaper.

Find a nice photo of a girl. Create a new working area with the size of your desktop (e.g 1280x1024) Insert the image, move and resize your photo. Remember that we will add som shady bars at the top and bottom later on. |  |
Duplicate the layer, twice. You will then have 3 identical layers.

Add a layer mask to the new layers (the top most layers), the layer in the middle will be the sharpend part of the face and the top layer will have the blue lips.

Add the filter Radial blur to the bottom layer, put center of the blur in the center of the face. You can of course use different blur techinichs here. |  |
Select the top layer (the lips layer) and change the Hue/Saturation to something similar like my values. Don't forget to check the Colorize box.

Select the layer mask and fill it with black. Then choose a small soft brush and paint with white color where you want to colorize, in this case the lips. Then change the layer style to hard light. |  |

| Select the middle layer and fill the layer mask with black. Then select a big brush, make this brush soft to. Now paint the layer mask with white color over the face. This will reveal a sharp picture of the face. Your layers should now look something like mine. |  |
To define the lips even more, select the lips layer and increase the contrast.

When you are satisfied with the result it is time to create a wallpaper. I like the widescreen style. Here is a simle way to do it. Select a bar at the top and a bar at the bottom of the picture. Tips: Show the Info Window (press F8) Before you start the selection. Also make sure that you use pixels as units. By doing this you can see current height when selecting the area, and you can select two areas with the same size. |  |
Create a new layer and fill the selection with black. Then change the layer opacity to 72%.

Create a new layer and then create three 1 pixel high lines and colorize them like this picture. Put them at the bottom of the top bar to make a smother edge. Fine tune with the layer opacity.

To add even more contrast in the picture I also changed the bottom two layers to grayscale. Do this easy by change Hue/Saturation, choose colorize and decrease saturation to minimum. |  Drag the mouse over the picture to toggle before and after. |
